Agriculture and rural areas in the local planning of low carbon economy in light of the idea of sustainable development - results from a case study in north-central Poland

Abstract

The paper evaluates the role and importance ofagriculture and rural areas (including forestry) inthe development of low carbon economy at thelocal level in light of the idea of sustainable developmentin Poland. Based on a model solution developedduring the implementation of the Pilotprogramme of low carbon development ofStarogard county, a diagnosis was made in terms ofthe possibility of maintaining or increasing theability to absorb CO2 and reduce greenhouse gasemissions from agricultural lands and soils. Moreover,specific objectives, principles of operation of alow carbon economy and the main bearings of lowcarbon development of rural areas were determined.Additionally, it also identifies examples of investment,soft measures and institutions necessary forimplementation by local governments to guide thedevelopment of rural low carbon economy, as wellas the potential sources of funding and ways ofmonitoring the activities proposed.The presented proposals can be a model solutionfor the recognition of agriculture and ruralareas in low carbon economy plans which are beingprepared by local government units.
